The Meghalaya Institute of Governance (MIG) in collaboration with the Indian School of Business (ISB) has released the official notification for the Meghalaya Legislative Research Fellowship (MLRF) 3rd Cohort 2026-28. Eligible candidates from Meghalaya can apply online for Research Fellow and Data Fellow positions before 25 May 2026.
This fellowship programme aims to support Members of the Meghalaya State Legislative Assembly through policy research, governance analysis, and data-driven decision-making.

Meghalaya Legislative Research Fellowship (MLRF) – Vacancy Details
Number of Positions & Location:
- 18 (Eighteen) Research Fellows.
- 02 (Two) Data Fellows.

Posting Location: Shillong, Meghalaya
Fellowship & Allowances:
Selected fellows will receive:
- Monthly Fellowship: Rs. 50,000/-
- House Rent Allowance (HRA)
- Additional Mobile Allowance (as applicable)
Period of Contract:
- The fellowship will be offered for a minimum period of 1 year and may be extended for another year based on performance and programme requirements.
Age Limit:
- The upper Age Limit is 32 years old.
Domicile Requirement:
- All applicants applying for both Research Fellow and Data Fellow posts must be domiciles of Meghalaya. Applications submitted by candidates from outside the state will not be considered.
Essential Qualifications:
Applicants must be permanent residents (domiciles) of Meghalaya to be eligible for the fellowship programme.
Candidates should possess a Master’s Degree or PhD in fields such as:
- Social Sciences
- Humanities
- Public Policy
- Statistics
- Data Analytics & Geoinformation
- Natural Sciences
- Other interdisciplinary disciplines
Relevant experience in the social sector will be an added advantage. Preference may also be given to candidates who have a good understanding of Meghalaya’s culture, society, and history.
Language Requirement
Apart from English, candidates must have knowledge of at least one local language:

- Jaintia
Additional Requirement for Data Fellows
Applicants for Data Fellow positions should have working knowledge of analytical and data management tools such as:
- Excel
- STATA
- R
- Python
- Power BI
- GIS platforms or related software.
Roles and Responsibilities:
Selected fellows will be responsible for supporting legislative and policy-related work through research, analysis, and documentation. The key responsibilities include:
- Preparing research notes, policy briefs, fact sheets, weekly reports, and information bulletins on legislative and governance matters.
- Assisting in the preparation of Constituency Development Plans (CDPs) for different legislative constituencies across Meghalaya.
- Conducting detailed research and generating evidence-based policy recommendations on important public issues.
- Providing research and documentation support to legislators on assembly-related matters, including questions, discussions, and policy references.
- Coordinating and analysing governance-related information for effective decision-making.
Responsibilities of Data Fellows
- Candidates selected as Data Fellows will additionally:
- Perform data analysis and interpretation for policy and constituency-level planning.
- Develop and manage dashboards, reports, and quantitative datasets.
- Generate data-driven insights using analytical tools for legislative and governance support.
Selection Process:
- The recruitment process for MLRF 2026 will be conducted in two phases.
Phase I – Screening & Shortlisting
- Applications will first be screened and shortlisted by BIPP, ISB. Shortlisted candidates will be asked to complete assigned tasks, including research writing exercises, followed by an online discussion/interview round.
Phase II – Physical Interview
- Candidates who qualify in Phase I will be invited for a physical interview jointly conducted by MIG and Indian School of Business at Shillong.
Important Note
- Candidates who were fellows in the 1st and 2nd Cohorts of MLRF are eligible to reapply. Such candidates may directly appear for the interview stage without undergoing the Phase I screening process.
