Essential Qualification:

• Bachelor’s or Master’s degree in Computer Science, Data Science, Economics, Statistics, or any related field.

Experiences:

• Minimum 5 years of experience in IT/MIS and data analytics roles, including supervisory responsibilities.
• Strong proficiency in Python and JavaScript, with hands-on experience in data pipelines, automation, and API integration.
• Expertise in both relational and NoSQL databases such as PostgreSQL, MySQL, SQL Server, and MongoDB.
• Solid understanding of statistics and data analysis, including EDA, regression techniques, and data visualization.
• Experience in developing Monitoring & Evaluation (M&E) systems aligned with government or donor reporting requirements.

Essential Qualification:

• Master’s degree in Climate Change, Environmental Science, Natural Resource Economics, Development Studies, Public Policy, or related disciplines from a recognized institution.

Experiences:

• 1–3 years of relevant research experience in climate change, environmental studies, public policy, or development sector projects.
• Exposure to policy analysis, programme implementation, or governance-related work is desirable.
• Basic understanding of climate frameworks such as SAPCC and NAPCC.
• Prior experience working with government agencies, NGOs, or research institutions will be an added advantage.

Salary, Benefits & Perks:

• Senior Data Scientist: Salary will be based on qualifications and experience, in accordance with MBDA/MBMA norms and guidelines.
• Research Associate: Fixed remuneration of ₹31,200/- plus applicable allowances.
• Additional benefits include House Rent Allowance (HRA) and Mobile Allowance as per applicable rules.
• EPF contributions will be provided by both the employer and employee.

Contract Duration:

• The initial contract period will be 1 (one) year.
• The contract may be extended based on performance and continuation of the project.

About the Role:

• The Meghalaya Basin Development Authority is seeking a highly skilled Senior Data Scientist to lead data management, MIS operations, and analytics across its various development projects. The role focuses on strengthening data systems and enabling evidence-based decision-making.

Key Objectives:

• Develop and implement a centralised Management Information System (MIS).
• Build interactive, real-time dashboards for monitoring projects.
• Analyse large datasets to generate actionable insights.
• Establish Monitoring & Evaluation (M&E) frameworks.
• Ensure data quality, security, and governance.
• Support digital transformation of project monitoring systems.

Key Responsibilities:

MIS Design & Data Management:

• Assess and improve existing MIS and data systems.
• Design and implement scalable MIS architecture.
• Develop ETL pipelines for data integration.
• Manage databases (SQL & NoSQL) and cloud storage (AWS).
